Committees  

The AWWMA has 13 committees formed to carry out objectives of the organization. The Constitution and By-Laws of the AWWMA will govern how committees are formed and how they carry out the objectives of the Association. The committee responsibility (duty) listed below is only an extension of the By-Laws. Each year the Executive Board will circulate a voluntary sign-up sheet to the members at the annual conference and meeting. The board will use this list to develop committee Chairpersons and suggest other members to the Chairperson. We would encourage you to sign-up. It doesn’t have to be every year, but we all need to play a part sometime. This will avoid a few having to do all the work all the time. During 1997-1998, the committees were all asked to prepare a written or verbal description of their specific duty and responsibility. Below is information submitted verbally or in writing. This was done as a guideline for future committees and is subject to change.

 

AUDIT COMMITTEE

This committee will consist of the latest living Past President, Second Vice-President (Chairperson) and one other active member appointed by the President. Their duty will be to work with the AWWMA Treasurer to perform periodic inspections of paid bills to invoices, verify checks and balances to be correct and true, and report findings to the membership at the business meeting of the annual conference each year.

AWARDS COMMITTEE

This committee will consist of the past three (3) Water Managers of the Year, with the most recent as the Chairperson. Their duty will be to choose the Water Manager of the Year and any other awards to be given at the Awards Luncheon of the AWWMA Annual Conference each year. This committee is to see that the award plaques are prepared and ready to present.

EDUCATION COMMITTEE

This committee will consist of at least three (3) members to be appointed by the President. The committee chair serves as a member of the AWWMA Board of Directors and as emcee for the workshop. A committee member may serve indefinitely. The Chairperson may serve three 1-year terms, which means a chair must be selected annually. The two (2) additional members of the committee are selected by the President. Each year, this committee will be responsible for designing, organizing, and conducting at least one workshop pertaining to current topics of interest to the membership. Part of the selection process for the workshop will be to send out questionnaires. The committee must strive to offer high quality training at a very competitive cost, as compared to other training available. The committee is not expected to receive a profit from workshops. However, the registration for a workshop must be sufficient to cover all of the training and incidental costs. Following a workshop, the committee will survey the attendees to measure the success of the training and seek advice for future topics. This committee also acts as an advisory committee for the AWWMA Program Committee, and is responsible for the Association’s public affairs. The vice-president of the Association chairs the Program Committee, which is responsible for planning the technical program for the annual conference.

HISTORY COMMITTEE

This committee originally consisted of some of the original charter members of the AWWMA membership who were appointed by the President. Their duty was to accumulate as many records of the Association and develop a chronological written record of the history of the organization up to the present date. This committee would maintain an ongoing record system that would be kept updated each year, with a copy being supplied to the Secretary for permanent records to be kept in a bound form and passed down to future committee members, officers, and members of the Association.

LEGISLATIVE COMMITTEE

This committee will consist of at least three (3) or more members to be appointed by the President. Each year a new member is appointed and they will serve on the committee until they have rotated up to Chairperson. Their duty is to be aware of and take necessary action concerning any existing or proposed local, state or federal legislation and ordinances or regulations that might affect the water industry. The committee will be responsible for keeping the Association’s active members updated on pending legislation by implementing a calling scheme (tree) or by mail, whichever best suits the need to notify members. The committee will also update the active members at the annual business meeting and annual conference each year, if necessary. The committee will work with any lobbyist necessary to carry out the objectives of the water industry.

MEMBERSHIP COMMITTEE

This committee will consist of at least three (3) members to be appointed by the President. The main objective of this committee would be to enforce the AWWMA Constitution and By-Laws where membership is concerned. Some duties of this committee would be to periodically review membership qualifications and make recommendations for changes or amendments. This committee feels it is their duty to help promote membership and anything to help continue the success of the Association.

NOMINATING COMMITTEE

This committee will consist of at least three (3) members to be appointed by the President. Their duty shall be to research the membership roster for individuals who have a proven track record of accomplishment in the water/wastewater industry and then find someone willing and dedicated enough to serve the AWWMA by promoting professional and personal development for all members of the Association while still maintaining both a geographical and water/waste water balance on the board of officers for the Association.

PHOTO COMMITTEE

This committee will consist of at least three (3) members to be appointed by the President. It is to function as a subcommittee to the History Committee. Their duty shall be to document, with photography, the ongoing events of the AWWMA and to try to accumulate any past photos that might be available to give the Association insight into previous happenings and people surrounding the Association. A scrapbook could then be developed and kept updated each year and handed down to the existing committee members and officers. This could be done to document events and then be archived into the history of the AWWMA for future generations to review.

This committee will consist of at least three (3) members. The Vice-President will be the Chairperson and the other two (2) or more members will be appointed by the President. Their duty shall be to plan the program and agenda for the annual conference and meeting each year. This committee will work with the Education Committee to get ideas for workshop topics from the members of the Association. The Chairperson will provide a copy of the program to the training and certification officer for the Div. of Engineering for the Arkansas Dept. of Health for their review and approval of allowed accreditation for operators’ licensing requirements for continuing education. The Chairperson shall also provide a copy of the program to the Secretary of the AWWMA in a timely fashion so that program guides can be printed for workshops and conferences.

PUBLIC RELATIONS / PUBLICATIONS COMMITTEE

This committee will consist of at least three (3) members. The Second Vice-President will be the Chairperson and the other two (2) or more members will be appointed by the President. The duty of the Public Relations part of this committee will be to promote the AWWMA and its members in a positive light to those within the water and wastewater industry and the public. This shall include, but may not be limited to the media, local communities, state and federal governmental arenas. Those promotions may be business or social. The committee shall also assist local communities and offices in recognizing the AWWMA’s manager of the year recipients and known retiring members. Examples of this assistance may include hosting a reception, preparing a news release or any other form of recognition approved by the AWWMA executive Board and the recipient or retiree. The duty of the Publications part of this committee will be to review and update the AWWMA reference manual and shall assist in updating the Legislative Committee call system, as well as prepare any publication which the executive board deems necessary for the benefit of the organization.

This committee will consist of at least three (3) members to be appointed by the President. This committee is a subcommittee to the Public Relations/Publications Committee. Their duty will be to assure that the data in the reference manual of AWWMA is periodically updated and provided to the members.

SCHOLARSHIP COMMITTEE

This committee will consist of at least three (3) members to be appointed by the President. Their duty is to keep the membership aware of the number of scholarships available, the dollar value of the scholarships, and the importance of applying for scholarships. They would also verify the criteria established by the membership in general meetings and certify that applicants do qualify. Review and recommend any changes or amendments to the criteria to qualify for the AWWMA scholarships and present these proposals to the executive board and membership for approval before implementation. The committee would then see that any changes or amendments approved by the members are published and mailed to the members.

This committee will consist of at least three (3) members to be appointed by the President. The Chairperson will be the Vice-President. Their duty is to work with the Program Committee and the Executive Board to select the location and time of the year that the annual conference and meeting will be held. They will provide the members with suggested locations and alternate site selections and allow the majority of members voting to decide on the location of the meeting, as long as the locations will accommodate the Association. Alternatives to a selected site will be decided by a combination of the Executive Board, Time & Place Committee and the Program Committee.

WATER RESOURCES

This committee will consist of at least three (3) members to be appointed by the President. Their duty is to review, study, and participate in water resource issues that may impact the state's ground and surface waters. They will provide the AWWMA members with information obtained from their studies, and keep the organization apprised of issues regarding the nation’s waters.
